The taxi market hasn't changed since the law was passed.
There are still a huge number of outdated requirements, a lack of digitalization, and bureaucracy. For example, you can't simply change your status from individual entrepreneur
to self-employed. The status of the latter is still not fully understood, and the requirements
for them are enormous.
As a result of legalization
and problems with migrants,
there is a shortage of 130,000-140,000 taxi drivers in the market.
Illegal taxi drivers
are creating a criminal environment. They will not legalize their services
and quietly provide their services
through chat rooms, rather than through the official system (aggregators).
It is important to remember that taxis are not only a convenient form of public transport, but also a source of independent information about government activities.
For fathers of two who work as taxi drivers 20 hours a week, the rules should be simpler.
And certainly not ones that prevent 80% of our normal men from going into hiding. They are the pillars of the state. And whom, along with their children, all government agencies should serve!
Local authorities are unprepared to implement the Federal Law on passenger taxis,
and experts and lawyers note the acute socioeconomic problem of law enforcement in the regions. More than a year has passed since the new law came into force,
and during this period, it has become increasingly clear that its implementation is only possible in large metropolitan areas and for large aggregators, while in the regions,
it is driving the market into the shadows.
Advocates of the law promised that taxis would become safer, and that public trust would increase,
and demand would follow.
However, the high cost of taxi rides is currently the main reason people choose other modes of transport (60%).
