Self-employed taxi drivers should have their vehicles localized!
Valery Korneev, Chairman of the Digital World Union, stated at a meeting of Delovaya Rossiya that requiring part-time taxi drivers to use only localized vehicles is unrealistic and harmful.
Self-employed drivers cannot afford new cars costing over 1.5 million rubles—they lack preferential loans and the opportunity to use their vehicles exclusively for taxis.
Instead of "cleaning up" the market, the result of the enforcement of Federal Law No. 580-FZ is a massive exodus of taxi drivers into the shadow economy.
Even the Ministry of Transport is considering postponing the entry into force of the law on taxi localization for the self-employed until 2028–2033.
We propose not postponing, but rather repealing the requirement for individuals using their own vehicles. Regulation must be separated:
Professionals (taxi companies)—under the full rules of the law.
Self-employed drivers — simplified regime: personal vehicle, no localization or strict requirements.
The goal is to preserve legal, flexible employment for hundreds of thousands of drivers, including veterans of the SVO, and not kill the taxi market with artificial barriers.
